تبیین رابطه عمان و رژیم صهیونیستی از منظر نظریه پیوستگی روزنا؛ معمای پیوندهای پایدار

چکیده
روابط سلطنت عمان و رژیم صهیونیستی از موضوعات پیچیده و اثرگذار در معادلات خاورمیانه به شمار می‌آید. موقعیت ژئوپلیتیکی عمان از یک‌سو و جایگاه رژیم صهیونیستی در ساختار امنیتی منطقه غرب آسیا از سوی دیگر، موجب شده است؛ روابط میان این دو بازیگر واجد اهمیت و دارای ابعاد سیاسی، امنیتی و راهبردی قابل توجهی باشد. پرسش اصلی مقاله در پی شناسایی و تبیین عوامل مؤثر بر همگرایی و یا واگرایی روابط متقابل عمان و اسرائیل پس از جنگ سرد است. چارچوب نظری پژوهش مبتنی بر نظریه پیوستگی جیمز روزنا است که در پنج سطح فرد، نقش، حکومت، جامعه‌ و بین‌الملل عوامل مؤثر بر سیاست خارجی دو کشور را در قبال هم بررسی می‌نماید. به نظر می‌رسد سمت‌گیری‌های این دو بازیگر نسبت به یکدیگر با توجه به شرایط ژئوپلیتیکی متفاوت آنها متاثر از عوامل مختلفی می‌باشد. یافته‌های پژوهش گویای آن است که در سیاست خارجی عمان، ویژگی‌های فردی سلطان و متغیر بین‌الملل و در سیاست خارجی رژیم صهیونیستی، عامل نقش و محیط بین‌الملل بیشترین تأثیر را در شکل‌دهی روابط متقابل داشته‌اند. روش پژوهش از نوع کیفی و با رویکرد توصیفی–تحلیلی است و داده‌ها از طریق منابع کتابخانه‌ای، اسناد رسمی و گزارش‌های معتبر گردآوری شده‌اند.

چکیده English

The mutual relations between the Sultanate of Oman and the Zionist regime represent a complex and influential dynamic within the geopolitical landscape of the Middle East. Oman’s strategic position, coupled with the Zionist regime’s role within the security framework of the West Asian region, renders these relations critical with significant political, security, and strategic implications. This article seeks to explore the factors influencing the convergence or divergence in relations between Oman and Israel from the end of the Cold War to 2024. The theoretical framework guiding this research draws from James Rosenau's theory of continuity, which examines the influencing factors of foreign policy at five levels: individual, role, government, society, and international. The research hypothesizes that the personal characteristics of the Sultan, alongside the international variables affecting both Oman and the Zionist regime, as well as the role factor and the broader international environment, have the most substantial impact on shaping their mutual relations. The findings indicate that Oman has fluctuated in its relations with the Zionist regime based on specific geopolitical conditions and the political directive of the Sultan. Conversely, the Zionist regime has actively sought to enhance its relationship with Oman to gain legitimacy, access new networks, and strengthen regional alliances. This qualitative and descriptive-analytical study employs library sources, official documents, and reliable reports for data collection.
