Since 2001, Afghanistan has experienced fundamental transformations in its political structure and governance model. Following the collapse of political Islam and the establishment of the Islamic Republic of Afghanistan with the support of the international community, “good governance” emerged as the dominant framework for political reconstruction. However, the country’s political institutions failed to sustainably institutionalize principles such as transparency, accountability, the rule of law, and citizen participation. The resurgence of political Islam in 2021 once again highlighted the conflict between the ideological foundations of political Islam and the requirements of modern governance. This study, adopting a theoretical–analytical approach and employing secondary analysis and documentary sources, examines the relationship between the theoretical foundations of political Islam and the principles of good governance in Afghanistan. The main question is why Afghanistan, despite two decades of efforts to establish good governance, has failed to achieve a stable and accountable model. The research hypothesis is that an ideological interpretation of political Islam conflicts with the fundamental values of good governance, and that this conflict has resulted in the reproduction of authoritarianism, the concentration of power, and the weakening of accountable institutions in Afghanistan. The aim of the study is to critically examine these foundations and analyze the requirements of good governance in contemporary Afghanistan.
