چکیده

قدرت به‌عنوان یکی از مفاهیم مهم دانش روابط بین‌الملل عمری به قدمت زندگی مدنی بشر دارد. این متغیر مهم تحت تأثیر عوامل مختلف به‌خصوص فناوری‌‌‌های نوین اطلاعاتی و شبکه‌‌‌های اجتماعی بعد از جنگ سرد با تحولاتی روبه‌رو شده است. یکی از اصلی‌ترین تحولات در این راستا، تغییر ابعاد مفهوم قدرت از حالت سخت‌افزاری به نرم‌افزاری است که دیگر اجزای مختلف قدرت را نیز تحت تأثیر قرار داده است. بر همین اساس سؤالی که محور اصلی این پژوهش را شکل می‌دهد این است که چگونه فناوری اطلاعات بر مفهوم قدرت تأثیر گذاشته است. لذا هدف اصلی این نوشتار ارتباط منطقی میان فناوری نوین اطلاعاتی و مفهوم قدرت در دنیای امروز است. یافته‌‌‌های این پژوهش حاکی از آن است که در پرتو فضای مجازی که در نتیجه فناوری‌‌های نوین اطلاعاتی به وجود آمده است، مفهوم قدرت ابعاد وسیع‌تری پیدا کرده است که در این میان بعد فرهنگی و نرم‌افزاری آن تبدیل به مسئله محوری روابط بین‌الملل گشته است. در همین راستا لازم به ذکر است که با هنجاری و اجتماعی شدن مفهوم قدرت، بازیگران و مرز‌‌های جغرافیایی قدرت، منابع قدرت و گروه‌های هدف آن تحت تأثیر قرارگرفته‌اند.

چکیده [English]

Power as one of the main concepts of international relation science has a history as old as civilized humanity. This significant concept has evolved in the aftermath of the Cold War under the impact of different factors, especially modern information technologies and social networks. One substantial development is the transformation of hard power to soft power. The worldwide changes in information has led to the transformation of the concept and arena of power. Therefore, the idea of soft power has been more important as a means and aim in the international arena. Moreover, the cultural and soft aspect of power has become the main issue of international relations.
The main goal of this paper is to see how new information technology changed the concept and function of power. The findings show that there are reliable relations between the formation of new information technology and the evolution of the concept of power. With normalization and socialization of the concept of power, the geographical boundaries and the source of power have been affected.
