بررسی تغییر در سیاست هسته ای دولت یازدهم از منظر فردگرایی تفسیری (1392-1394)

چکیده

مساله هسته ای و چگونگی حل آن یکی از مهم ترین موضوعات منازعه آمیز در سیاست خارجی ایران در چندین سال گذشته بوده است، موضوعی که نه تنها به لحاظ بیرونی محل منازعه میان این کشور و اعضای نظام بین الملل بوده بلکه به لحاظ درونی نیز موضوع اصلی نزاع میان جریانات مختلف سیاسی بوده است. باشروع دوره ریاست جمهوری حسن روحانی در مرداد ماه 1392 (2013) همراه با حاکم شدن «گفتمان اعتدال» به عنوان مشی اصلی سیاست خارجی و روی کار آمدن نخبگان جدید، چگونگی حل این مساله نیز تحت تاثیر قرار گرفت و سیاستی جدید در این حوزه اتخاذ شد که نتیجه آن حصول توافق هسته ای میان ایران و قدرت های بزرگ نظام بین الملل در 23 تیر ماه 1394 (14 جولای2015) بود. توافقی که نشان از چرخشی بزرگ در سیاست هسته ای دولت ج.ا.ایران بود. بنابراین سوال اصلی این پژوهش آن است که چرا در این دوره در ارتباط با چگونگی مواجه با مساله هسته ای از میان گزینه های گوناگون، راه حل «تعامل سازنده» و «مذاکره جدی» برای نیل به توافق، توسط نخبگان تصمیم گیرنده انتخاب می شود؟ در پاسخ به این سوال این پژوهش با رویکردی توصیفی تحلیلی و با استفاده از چهارچوب مفهومی «فردگرایی تفسیری» به بررسی تغییرات ادراکی موثر در تغییر سیاست هسته ای ایران در این دوره می پردازد. یافته های پژوهش نشان می دهد تغییرات ناشی از برداشت متفاوت نخبگان تصمیم گیرنده از نقش ملی وایجاد روایت جدید در ارتباط بامنزلت مطلوب ج اایران، ادراکات متفاوت از عوامل ساختاری از جمله تحریم های هسته ای ونهایتا بازنمایی متفاوت از «دیگری غرب» به خصوص آمریکا، منجر به امکان پذیری این تغییر در سیاست هسته ای دولت یازدهم در فاصله زمانی 1392 تا 1394 شده است.

Iran's Nuclear Policy Change in Rouhani's Administration (2013-2015)

چکیده English

As President Hasan Rouhani took office in August, 2013, the new foreign policy decision makers got into power and the “moderation discourse” prevailed as the main approach of Rouhani's administration towards the outside world. One of the major issues of foreign policy of this term was making some changes in nuclear policy, the most important sign of which was the attainment of a nuclear deal between Iran and the world super powers under the Joint Comprehensive Plan of Action (JCPOA) on July 14, 2015. This paper addresses the main effective perceptual changes which have affected Iran's nuclear policy shift. Such perceptual changes include different perceptions of the national role and the creation of a new self-image regarding Iran's desirable status, different perceptions of structural constraints including nuclear sanctions and ultimately a different representation of “other” especially the United States.
